1. APOLOGIES FOR ABSENCE
Apologies were received from Peter Bellfield, County Councillor and WPC
Vic Gilmore. WPC Gilmore also informed us that there had been no crimes to
report.
At the commencement of the Meeting the Chairman welcomed everyone and
thanked them for attending. The Chairman also advised that he had no
declaration of interest.
2. APPROVAL OF MINUTES OF MEETING HELD ON 19th September 2005 The Minutes
of the Meeting held on 19th September 2005 were approved as a true and
accurate record of the discussion at that meeting. The Minutes were then
signed by the Chairman.
3. MATTERS ARISING FROM THE MINUTES
Robin Sadler brought to our attention the topic of “Community Plan” after
reporting back from Suffolk Coastal Strategic Partnership Forum. This was
upheld to be a good idea and he would use Suffolk ACRE’s standard template
as the skeleton upon which to build Great Bealings Community Plan. The
Councillors pointed out that the last time this had been broached was May
2004. The Chairman promised to examine these minutes from this Parish
Council meeting and give them to Robin Sadler to use for information. Whilst
on the subject it was also pointed out that previously the main driving
forces had come from towns or the District Council. The two main areas
highlighted in the previous May 2004 meeting had been “traffic” and
“housing”. The emphasis at this meeting was that a consensus should be
gathered by way of a questionnaire. Once the questionnaire had been
distributed help would be offered to people on filling it in. (door to
door).
4. VILLAGE PLAYING FIELD
This Saturday (26th November 2005) a meeting is to be held to discuss the
Village Playing Field. The meeting will consist of a discussion followed by
a walk around the proposed area. Although no-one had replied to the
invitation it was estimated about 50 people would attend. Ken Willcox agreed
to encourage people along.
5. EXPENDITURE
Julian Haywood-Smith proposed and Sally Johnson seconded the proposal
that the following cheques be issued and signed:-
(i) Clerks salary £396.24
(ii) Village Playing Field Postcards £ 70.52
6. DATES
The following dates for Council meetings were pencilled in for next
year:-
23 January 2006
20 March 2006
15 May 2006
17 July 2006
18 September 2006
20 November 2006
It was agreed that should a Planning Application come in between the
above aforementioned dates Great Bealings Parish Council would hold a
meeting so that an answer could be given back to SCDC within the 21 day
period.
7. CORRESPONDENCE
Suffolk Coastal Local Plan Second Alteration: Proposed Modifications – to
be circulated to the interested parties; Eric Barnett, Julian Haywood-Smith,
Robin Sadler and Emily Lynch.
A letter received from the Suffolk Preservation Society was given the
Council’s vote of support. The issue is “to ensure that town and parish
councils’ views are properly considered both at a strategic level…… and at
more immediate level…” The Clerk will sign and send back petition.
In response to Woodbridge and District Lions Club offer of Christmas Food
Parcel project, no names were put forward to receive a- food parcel.
8. ANY OTHER BUSINESS
Robin Sadler (again reporting back from the Local Strategic Partnership
Forum) gave some handouts on “energy efficiency”. He is very keen for us to
get the message across to as many people as possible. This could be achieved
by inviting the Energy Saving Trust Anglia Centre to provide a speaker for
an evening talk to which all residents of the Parish are invited. Sarah
Cartwright is to liase with Carol Ramsden of Little Bealings (to get more
people along). Eric Barnett is to liase with Jim Ward, Chairman of Little
Bealings Parish Council. A date and hiring the village hall has to be
ascertained.
The Meeting closed at 9.00 pm.
The next Meeting will be held on Monday 23rd January, 2006 in the
Bealings Village Hall Committee Room commencing at 8.00 p.m. |
